The Master Limited Partnerships Parity Act, recently re-introduced in both the U.S. House and Senate seeks to level the energy playing field since MLPs already exist for the fossil fuel industry. The structure works by combining the funding advantages of trading on a corporate stock with the tax advantages of shareholder-level partnerships. The Geothermal Energy Association has endorsed the MLP Parity Act as have other renewable energy trade associations.

California Considers Carbon Reduction Goals, Includes Geothermal
Following a July 9 Joint Agency Symposium on the Governor’s Greenhouse Gas Reduction Goals, held by California Air Resources Board (CARB), the Greenhouse Gas Reduction Fund has been amended to include geothermal energy. AB 590 now reads, “This bill would provide that moneys in the Greenhouse Gas Reduction Fund, upon appropriation, may be made available for expenditure by the State Energy Resources Conservation and Development Commission for the purposes of maintaining the current level of biomass power generation or geothermal energy generation in the state and revitalizing currently idle facilities in strategically located regions.” Applicants would seek available funding for a facility’s eligible electrical generation.

Members of the Geothermal Energy Association (GEA) Board of Directors attended and spoke at the Symposium. The GEA also submitted brief public comments in connection with the Symposium (http://www.arb.ca.gov/lispub/comm2/bcsubform.php?listname=renewablesympsium-ws&comm_period=1). GEA wrote:

Dear CPUC, CEC, ARB, and CalISO,
The Geothermal Energy Association encourages you to consider geothermal power as a vehicle to help meet California’s carbon reduction goals. Geothermal power can provide substantial clean, economic and environmental friendly power to the state of California.

Geothermal power plants:
• Have one of the smallest land footprints of any energy technology
• Provide clean and baseload power that can substitute baseload fossil fuel sources megawatt for megawatt.
• When properly incentivized and engineered to do so, geothermal power can also provide ancillary services and flexible power including load following, ramping, and reserves.
• Employ about 1.17 persons per MW at each operating power plant. These are permanent jobs that last the entire 30-50 year lifetime of the power plant.
• Pay significant amount of property taxes, rents, and royalties to state treasuries to fund state budgets, infrastructure, and education.
• Only about half of the state’s resources are currently utilized. There is an estimated 2.5 GW of traditional geothermal power that has not been developed across the state.
• Can help mitigate the looming environmental catastrophe at the Salton Sea by controlling particulate matter emissions and providing revenues through, taxes, royalties and rents for restorations efforts.

The Geothermal Energy Association is a trade association comprised of over 100 U.S. companies that support the expanded use of geothermal energy and are developing geothermal resources worldwide and in California for electrical power generation and direct-heat uses.

The existing initiative is funded using moneys, except for fines and penalties, collected by the state board from the auction or sale of allowances as part of a market-based compliance mechanism.

New York City Requests Info from Renewable Energy Sectors (due Sept. 10)
Via NYC Government (REQUEST FOR INFORMATION – SUPPLYING NEW YORK CITY WITH RENEWABLE POWER – PIN# 85616RFI001) — New York City has pledged to reduce overall greenhouse gas emissions 80 percent by 2050 (80×50), and emissions from city government operations 35 percent by 2025 (35×25). City government currently spends between $600 million and $650 million per year on its electricity, and could potentially use its purchasing power to catalyze the development of new sources of renewable power, reduce greenhouse gas emissions, and chart a path to receive 100 percent of electricity from renewable sources of energy.

To understand the available options, the City is issuing a Request for Information (“RFI”) seeking responses from all entities involved in and supporting the renewable energy sector. This RFI is designed to identify new generation capacity rather than existing sources of renewable energy.

The City will conduct an informational session via the Internet to address its renewable energy goals and how it expects to meet those goals at 11:00 am E.S.T. on July 30, 2015. All responses shall be submitted by 5:00 pm E.S.T. on September 10, 2015. In addition, two original paper copies shall be submitted to the RFI Contact no later than September 15, 2015.

Member News: ElectraTherm Partners with DOD on Efficiency
GEA Member ElectraTherm has partnered with the U.S. Department of Defense (DOD) to commission the first fully-integrated stationary engine and waste heat to power generator. A press release states, “ElectraTherm’s Power+ Generator™ was integrated with a Cummins KTA-50 1.1 megawatt engine to increase fuel efficiency, in addition to replacing the engine’s radiator entirely. The Power+ Generator displaces the radiator’s capital cost and parasitic load, generating additional power and marking the first ‘radiator with a payback.’”

The release states, “ElectraTherm utilizes Organic Rankine Cycle (ORC) and proprietary technologies to generate power from low temperature heat ranging from 170-252°F. With the typical engine running at about 35% efficiency, there is considerable waste heat between the jacket water and the exhaust. By acting as the radiator for the engine, ORC technology benefits include additional power generation, increased efficiency and reduced cooling loads. The elimination of radiator capital costs offsets up to 20% of the entire ORC project costs, delivering a payback of three years or less for diesel or heavy fuel oil-fired gensets.” Southern Research Institute tested the performance and the unit will ship to the military base at Guantanamo Bay.
